Guidance: Public Procurement Regulations: public to public procurement guidance

This guidance explains new provisions in the Public Procurement Regulations on contracts between one public body and another public body. These are also referred to as ‘public-public’ contracts. Some of these contracts are subject to EU procurement rules and others are excluded.

The new provisions on public-public contracts aim to clarify and develop case law on whether contracts between public bodies should be subject to the public procurement rules.
