Within the social economy, new businesses are emerging that seek to achieve social as well as financial impact. We call these ‘mission-led businesses’. These businesses are addressing critical social problems without using familiar social sector legal forms, such as a charity or a community interest company.
A new generation of people want to buy and invest in a different way, and are demanding a broader pool of social investment opportunities. Mission-led businesses are emerging to meet this market demand.
The Cabinet Office will lead a study of this growing sector, gathering further data and making recommendations for how industry and government could support it. This study will consult before summer 2016 and report by the end of 2016.

We will issue a Call for Input, seeking views from all interested parties.
Expert advisory panel
The study will have a separate expert panel to review evidence and make recommendations. Nigel Wilson, CEO of Legal & General will lead the panel which will comprise of senior figures from the business community and social sectors.
